Additional Changes

In 2019, the Texas legislature included S2G in two important pieces of legislation. SB 2265 and SB 500:

• SB 2265 by Senator Larry Taylor allowed all three drainage districts in S2G to become a non-federal sponsor and to sign a PPA with the Corps.
• SB 500 by Senator Jane Nelson was the supplemental budget bill and appropriated $200 million for federal match to these projects.

In 2021, the Texas legislature included Coastal Texas and S2G in two important pieces of legislation. SB 1160 and SB 1:

• SB 1160 by Senator Larry Taylor created the Gulf Coast Protection District (GCPD) to be the non-federal sponsor for the coastal storm risk management projects of Coastal Texas and for any S2G drainage district located in GCPD territory.
• SB 1 by Senator Jane Nelson was the general budget bill and appropriated $200 million to these projects and GCPD administrative costs.
